There are a number of different things to consider. You may be able just to get the pool re-grouted and any missing tiles replaced. You may need a complete re-tile if the pool is in a bad state, possibly your pool was prevously just painted or finished in Marbelite.
If there is structural damage to the pool then depending on how bad it is the most cost effective method could be to convert the pool to a liner pool. If you pool has an existing liner then this should be a relatively straight forward job to replace it with a new one.
The modern liners come in a multitude of styles and colours and can transfer a pool back to looking wonderful without breaking the bank. You can get a specialist liner pool which can have ceramic tile band around it, all the benefits of the liner with the luxury of tiles around the top. (see pictures below)
